Executive Summary <br />Planning Process <br />In preparation for launching the formal Continuum of Care planning process, a series of idea- - <br />gathering meetings were held in early 1995 with service providers, city staffs, elected <br />officials, local HUD representatives, and other funders to discuss the concept of the county- <br />wide plan. Based on the recommendation from the community and agreements between the _ <br />participating jurisdictions and ESN, a Continuum of Care Working Group (CCWG) was <br />seated in June 1996. The CCWG consisted of appointed representatives from the County, all _ <br />the cities, homeless service providers and advocates, homeless and formerly homeless people, <br />faith community, business, organized labor, education, and health care. The CCWG held <br />periodic meetings between June 1996 and April 1997, leading to final review and approval of _ <br />the Plan for adoption by jurisdictions. <br />The CCWG was supported by a consultant team to assist in meeting facilitation, research, _ <br />prioritizing, and drafting of the Plan. The consultant team consisted of HomeBase, the Bay <br />Area-based public policy law firm devoted to developing systemic, long-term responses to <br />homelessness, and Bay Area Economics, a leader in local government financial analysis. _ <br />The Continuum of Care Working Group met six times between June 1996 and April 1997. The <br />meetings moved back and forth between Oakland and Hayward to maximize participation from - <br />all areas of the county. The primary work of the CCWG was carried out within five <br />subcommittees, which were open to participation from the entire community. Each committee <br />was led by a jurisdictional and acommunity-based co~hair. The five working committees were - <br />1} Housing/ Transitional Housing/Shelter; 2) Incomes and Employment; 3) Support Services; <br />4} Integrated Health, Mental Health and Drug and Alcohol; and 5) Plan Administration. The <br />committees each met no fewer than five (and in some cases as many as ten) times between - <br />August 1996 and January 1997. The committees considered the existing service structure and <br />unmet needs, reviewed recommendations from the consultants, and developed recommendations <br />and action steps in several topic areas. The Committees also developed much of the text that - <br />became this Plan. Presentations of the Draft Plan were made throughout the County in the <br />month of March 1997 and public comments were incorporated into the final version. <br />Alameda County-Wide Homeless Continuum of Care Plan: April 1997 <br />
