project highlights the fact that the project expected to generate these revenues is currently
under review.

Staff Recommendation: Approve an amendment to the CIP Parks Projects and reflect
the amendment in the first quarter financial report.

7. Purchase of Play Equipment and Park Furniture - Various Parks - (Proposed for
funding at approximately $32,000 each year in each fiscal year of the program.) - This
project establishes a revenue pool for the purpose of purchasing replacement and
improved play equipment to be installed in City parks. The Council has inquired
regarding the potential for increasing funding for this purpose.

As indicated at the June 5 workshop, City staff has received a grant of $21,837 for the
purpose of purchasing park equipment made out of recycled material. As a result, staff
anticipates that expenditures for FY 1997/98 will actually be $52,037 rather than the
$30,200 as outlined in the CIP. As a result, staff is of the opinion that the replacement
equipment needs will be met. Further, staff will review the need for increasing the
budgeted amount in FY 1998/99 as part of next year's midterm review.

Staff Recommendation - Staff recommends that the Play Equipment and Park Furniture -
Various Parks projects be approved as proposed.

8. Installation of a Traffic Signal on Santa Rita Road at Amador High School -
(Proposed for funding at $130,000 in FY 1997/98) - This project involves installation of a
traffic signal on Santa Rita near Amador High School. At the Council CIP workshop,
Councilmember Pico requested that the Amador High School crossing signal be installed
at the earliest opporUmity before school starts. It is anticipated that design will be
completed August 1997 and construction completed by the end of the year.

Recommendation: Staff recommends that the project be funded as proposed in the CIP.

9. Modify the CIP format to develop a mechanism for highlighting when projects were
originally included as part of the CIP - Staff will implement this change as part of the
midterm CIP review and will incorporate these changes in future CIP's.

In addition to the above, staff is recommending that the City Council approve a new project
titled, Main Street Bridge Seismic Retrofit which is included as Attachment D to this report.
This project was not included as part of the original proposed CIP due to the uncertainty of grant
funding. However, the City has received confirmation of this revenue and as a result is
recommending that this project be included as part of the CIP. If approved, staff will amend the
first quarter report to reflect this project in revenues. The project includes the seismic retrofit of
the Main Street Bridge over the Arroyo Del Valle and is funded entirely from grant revenues.

SR 97:191
6
