Construction and Development Related Revenues

This Pategory of revenue consists of fees and charges generally collected with the issuanc~ of City
building permits and final maps and developer contributions. Estimated revenue sourc~ are as
follows:

CURRENT FEE PER
SOURCE RESIDENTIAL UNIT
Water Connection Fern $1,200
Sewer Conn~tion Fee $500
Residential Consmiction Fee $500
~apital Improvement Fee $525
3rowth Management/Public Needs $750
3rowth Management/Community F~itities $2,200
~n-Lieu Park Dedication Fees $4,009

Due to a number of circumstances including the dates projects were approved and Council approved
fee increases or exemptions, in some ~, the fees used to calculate expected construction minted
revenue for specific projects varies from those listed above and as n resttit, there is not a direct
correlation. A detailed listing of the number of units/projects and related fees expected during the
tetra of this program is included in Table I of Appendix A.

City staff has been conducting n comprehensive Assembly Bill 1600 development fee study which
may result in a recommendation to replace existing Miscellaneous Program development fees with a
traffic impact fee and a facilities fee. As a result, revenue sources and mounts may change.
However, because this review has not yet been completed, all years show funding from existing
revenue sources. A presentation and review of the proposed new fees is expected shortly.

Listed below is a table which compares Council approved growth management allocations with
staffs estim_n_,e of the number of units which will pay fees during the term of thig program. Because
growth management is allocated on a calendar year basis, there is not necessarily a ~ correlation
to the fee collections which are estimated on a ~gal year basis.

6
