Commissioner Roberts advised that there was already parking there. Ms_ Rondash advised that <br />the applicant is proposing inZprovciricnts to delineate the parking spaces more clearly. <br />In response to an inquiry by Commissioner Blank parking, Ms. Soo confirmed that the guest <br />parking exceeded the Code requirement of seven spaces- <br />THE PUBLIC HEARING WAS OPENED~ <br />Tohn McMorrow, Silverstone G'ommunities, applicant, believed this process would result in a <br />better project He displayed the elevations on the easels and noted that an elevated section would <br />enable more water to go into the bioswale. He requested the Coiriiriission's feedback on colors. <br />Keith tabus, KTGY Group, Inc., project architect, displayed and described the conceptual site <br />plan and five building types- He described. the architectural style as Cape Cod and Craftsman <br />style. Regarding the parking, they planned to include windows in the garages to ensure that <br />people parked in the garage; the HOA would include language to preclude the use of the garages <br />for storage- He displayed the landscape plan and added that approximately 265 trees would be <br />added. He added that the courtyards provided open space and noted that one open space opened <br />up to the arroyo- All courtyards were coruiected by a sidewalk. He added that benches, a focal <br />water £c ature, and large wooden. arbor structures were provided as well- They proposed <br />upgraded wood fences to the west and to the east, and ahigh-cffi cicn cy irrigation. system was <br />proposed as well- <br />Mr. McMorrow advised that the Housing Commission approved their project and <br />BMR agreement but wanted more o£it. The applicant planned to look extensively at a way to <br />place more units on the site, but because of the site's configuration, access to the end of the site <br />meant that there would be a lot o£payment. They were not able to get any more density on the <br />site without significantly changing the character of the development. He noted that the CG'BcRs <br />would give the neighbors a voice to have the parking requirements enforced- He added that the <br />trees that were onsite had not been taken care o£ and that they were installing 265 trees. <br />In response to arm inquiry by Comiriissioner Blank regarding the accuracy o£ the colors, <br />Ms_ Uecker replied that only the colors on the color boards were accurate aimed that they would be <br />presented to the Commission- C:orrrmissioner Blank believed the Cape Code designs look more <br />like iJisneyland's idea o£ a Cape Cod home. <br />Mr. McMorrow rioted that they worked very closely with the Housing Commission and added <br />smaller two-bedroom ur~its of 1,212 square feet that fit the affordable-by-design category- He <br />noted that the five smaller market-rate units would be priced at about $500,000, and the other <br />units, ranging in size to 1 ,900 square feet would be $-om $"700, 000 to $750,000_ Most buyers <br />would be first-time buyers and others would seek a downsized unit. <br />in response to an inquiry by Conz nzissioner Blank regarding their plan to prevent these units <br />frorrr being purchased for speculative purposes, Mr. McMorrow replied that they had restrictions <br />on the five units that they could not be resold within the first year, that is the maximum length o£ <br />time that they are allowed to prohibit a resale, unless it was a documented hardship case.
