Commissioner Pearce requested that the sentence on paragraph 5 on page ] O be modified to read
as fo llows_ "Commissioriar Pearce appreci atad the work that the Saraches have dories wfLh tAe
Planning Department, and had concerns that the topography was being made to conform to the
house, not the other way around."
The minutes were approved as corrected.
3_ MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS
THE PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY
ON THE AGENDA-
Vanessa Kawaihau, 871 Sycamore Road, noted that she attended the City Council meeting the
previous evening and in its approval, as well as that of the Planning Commission, of the xnaj or
modification for PUD-98-16, two items were included: the use of permeable pavers where
possible and the suggestion that the 34 golf course homes use gray water- Shc noted that the
Happy Valley community is in the Alameda CJouniy special groundwater area and that the
County does not allow the residents to further pollute the water that is already occurring- She
noted that gray water systems are fine, but they do put trace fecal chloroform into the ground
water, which is calculated by the number of bedro ones and bathrooms. She noted that each new
golf course home has between five to seven bedrooms, with seven to nine bathrooms. She
expressed concern about the amount of gray water that could be generated by these new homes.
The State also calculates the gray water according to the number of children and pets in the
home. She suggested that when the Planning Commission addresses the water conservation
portion of the General Plan, sonic policies for the I-Iappy Valley area and other high water table
areas be adopted- She suggested that the City adopt California Best Management Practices for
the permeable pavers for high water table areas.
4_ REVISIONS AND OMISSIONS TO THE AGENDA
Ms. Decker requested that Item 6.d._ PAP-87, Jerry Wainer, Appellant (PDR-482_ David
Ouartaroli) be heard as the first item and that Item 6.c. PAUP-2 Alonzo R. Hudson, be heard as
the second item.
In response to an inquiry by Commissioner Arkin regarding the reasons for revising the agenda
order, Ms_ Nerland replied. that a request had been made to have Item 6. d. inovcd forward due to
a medical condition. Mr_ Hudson had also requested that Itcnz 6.c. be moved forward because
his children were there, in consideration of their school schedule-
S_ MATTERS CONTINUED FOR DECISION
There were none.
PLANNTNG G'OMMISSION MINUTES October 19, 2005 Page 2 of 19
