_,__ Commissioner Fox noted that the General Plan Update process has gone very slowly over her
time on the Commission. She suggested that this be sent to Council For its feedback and that
aRer the public input has been received, changes be made to it. She would like to avoid having
continuous _j Dint meetings unless the Land Use and Circulation Elements were completed. She
believed that this new element should receive slightly less focus than Land Use and Circulation.
Commissioner Blank complimented staff on a very good job of incorporating the Commission's
comments and divergent views- He was hesitant to schedule a joint session for every part o£ the
process and preferred to reserve it for when it was really needed.
Commissioner Pearce wanted to ensure this process did not take place in a piecemeal fashion.
Commissioner Fox agreed with Goal 1. , based on her opinion that staffing recommendations
should not be included. in the General Plan. She believed that was the decision of the City
Manager and the City G'ouncil_ She suggested that it be reworded to say, "Establish guidelines to
increase renewable energy use, energy conservation efforts, and energy self-sufficiency efforts in
the City." She believed that the change in Goal 1 captured that thought.
Commissioner Blank noted that Yolicy 13.X aa~d 12.4 were based on the public hearing- He had
previously suggested that the document included a minimum miles per gallon grad inquired what
had happened to that suggestion. Ms. Stern noted that it was difficult to find a standard.
Mr_ Deakin noted that it was difficult to derive a single number because of the wide range of
vehicles within the City. 1-le noted that numbers for specific sectors could be suggested and did
not believe a fleetwide number would be useful.
Commissioner Blank suggested that Program 13.X include an established standard of luminosity
for energy conservation-
Mr_ Deakin noted that while the wording was not clear, self-sustaining lights could mean battery
and PV systems providing electricity while not being connected to the grid. Another
interpretation could be a very long-lived piece of eq uipment_ He suggested that the wording
"most efficient lighting" would be clearer. He noted that lower and more locally focused light
fixtures would aid in reducing light leakage. He believed the most appropriate use for PV light
with a battery would be in a remote location that did not have easy access to the grid.
The Commission concurred on the revisions o£thc following items:
1 . Program 2.5 "Consider" was stricken in favor of "Developing";
2. Policy 3 "regulations" was deleted;
3. Progran~a 3.3 -the revisions were accepted;
4. Program 3.4 -the revisions were accepted;
5. Program 3.5 -the entire item was deleted;
6. Program 4.3 -the revisions were accepted;
7. Program X_X -the revisions were accepted. Commissioner Fox suggested that the
phrase "when feasible and cost-effective" be added. The Commission concurred.;
PLAN NiNG COMMISSION MIND"I"ES Tune 22, 2005 Pagc 5 of 20
