Commissioner Fox had an issue with the wording "to establish an Energy Manager position at the City o£ Pleasanton" and did not believe that sta£F ng recommendations should be included in a General Plan. She preferred that it be reworded to say: "Establish guidelines to increase renewable energy use, energy conservation efforts, and energy self-sufficiency efforts in the City" and strike the language about an Energy Manager position. Commissioner Blank Holed that it could be worded to "consider the establishment o£_ _ ." Commissioner Roberts noted that a planner could be assigned to cover that work_ Commissioner Fox noted that there were no positions in the City to oversee air quality, noise, or every other element of the General Plan_ She believed it would be up to the City Council and the City Manager to determine how that should be addressed rather than the requirement being placed in the General Plan. There was general consensus with CJommissioner Fox's comment On Policy 2.5, Coi~nmissioner Blank requested that the word "consider" be dropped. He believed the City should be developing educational pro grarns_ Commissioner Roberts did not Like the regulations included in Policy 3_ Commissioner Fox believed that guidelines would be preferable to regulations. She would like to combine Program 3.4 and 3_S and not have a required resale retrofit. Instead, language could be included to "develop educational materials to assist property owners in implementing energy-e£Picient upgrades." Commissioner Roberts noted. that the real estate community had not had a chance to weigh in on this language; she believed they would have objections to the language. Commissioner Blank believed that the requirements for resale would be problematic and suggested. considering certain measures for new construction or reprooting_ He did not believe a 40-year-old home should be re-roofed prior to sale. Commissioner Roberts suggested that homeowners considering re-rooting be given this information, but did not believe it should be in the General Plan_ She believed that Program 3.5 could include the language "if feasible" but that she would prefer that it be dalatad_ Commissioner Arkin advised that with respect to Policy 33, he had not seen solar water heaters in a long time. Commissioner Roberts noted that the City already practiced Policy 4.2.
