Staff recommended some minor amendments to the application as follows: <br />1 . Dal etc Condition No. 9 regarding Phases i7 expansion plan submittal- <br />3. Modify the first sentence of Condition No_ 26 as follows= "Prior to the issuance <br />of a building permit, the project developer °-'--~-" -- ~-~ `=~- --" - ~ '~-' = ~'-~~ = <br />-'=~-~-~'~- -~ -compensate for uZ1 heriCUKe-sized Zrees that need to be <br />removed for the proposed development-" <br />Commissioner Roberts did not wish to penalize people for planting trees by asking thane <br />to pay to remove them. in response to her question whether each phase would. feature the <br />design for that phase, Ms. Decker coithrm ad that was the case- <br />Commissioner Fox inquired whether an additional access point on Valley Trails Drive <br />had been considered to accommodate the traffic from the expanded parking- She was <br />concerned that a single access point would cause traffic congestion following Church <br />services. Ms. Decker noted that in its analysis and search for solutions regarding ingress <br />and egress onto the site, staff spoke with the Fire Department and the Masons in the <br />neighboring structure- "1'he Fire Department did not wish to take access off of I ~Iopyard <br />Road, which was fairly constricted near the boundary, with equipment that precluded. safe <br />entry and. exiting for emergency vehicle use- Staff was comfortable with the existing <br />ingress and egress- <br />In response to an inquiry by Commissioner Arkin regarding whether a grass parking lot <br />had been explored, Ms- Decker noted. that possibility would be seriously examined when <br />Phase 2 is exairiined_ <br />In response to an inquiry by Chairperson Maas on whether the landscaping on Hopyard <br />Road would remain the same, Ms_ Decker confirmed that would be the case- <br />THE PUBLIC HEARING WAS OPENED_ <br />Reverend Ron Calmer, Director, St_ G'lare's Episcopal Church, asked the supporters of <br />this project to raise their hands- He noted that this project represented the parishioners' <br />hopes, dreams, and aspirations and added that they were ready to grow wGth the <br />expansion. Ha noted that they had to turn people away from the last Easter service. <br />Dave Willmorc, Chairman, St_ G'lare's New Building Program, described the history of <br />this project as well as the community meetings- He noted that the altered designs were <br />intended to address the neighbors' concerns about traffic and parking. He believed that <br />$3.5 million would he needed to complete Phase 2, and he estimated that it may take <br />between 10-15 years to do so without any sponsorships.
