St_ Clare's Episcopal Cbureb <br />Application for design review and conditional use permit approval to expand an <br />existing Church facility in multiple phases, consisting of a new sanctuary and <br />multipurpose room totaling approximately 1 9, 1 95 square feet and other site <br />improvements The property is located at 3350 Hopyard Road and is zoned <br />RM-2,500 (Multiple-Family Residential District. <br />Ms_ Decker summarized the staff report and described the history and scope of this <br />prof cet_ She displayed. the site plan on the overhead screen and described the features of <br />the prof eci_ She noted that this project had been the subject of neighborhood concerns <br />regarding parking; a revised parking plan was submitted with revised turn-around space <br />with respect to the residential area- Staff believes that the Master Expansion Plan for the <br />Church facility has addressed the concerns brought forward by the residents and that with <br />the conditions of approval, the proposed project has attempted to mitigate the perceived <br />impacts related to the facility's expansion. <br />Staff believed the layout and design of the expansion complements and enhances the <br />aesthetic appearance of-~tha existing 1'acil ity, and staff encouraged the Church members <br />aizd the architect to continue their design efforts in future expansion phases. The <br />conditions requested the architects to work towards green building efforts- Even if each <br />phase did not exceed the square footage req aired, the total buildo ut would be nearly <br />20,000 square feet- The applicants have agreed to parii cipate in the green building <br />program and have done some preliminary checklists to meet the green building standards. <br />Staff recommended approval of this application, consisting of all three phases, site, <br />layout, and sizes of the building. <br />PLANNING COMMISSION MINUTES May 11, 2005 Yage 8 of 16 <br />
