G_ PUBLIC HEARINGS AND OTHER MATTERS <br />f. Review and consideration of the Draft Vision and Principles to be <br />incorporated into the General Plap Update as directed by the City Council. <br />Ms_ Stern summarized the staff report and described the history of this item- She <br />displayed the timeline of the proj ect_ She described the required elements of the General <br />Plan and noted. that the 1996 Plan also included several optional elements that carried as <br />much weight as any other element. She indicated that the City Council provided policy <br />direction for the new Ylan and that an Energy Element would be included as well as a <br />policy of sustainability. She noted that community workshops were scheduled for <br />May 14 and 18, 2005 and hoped the Planning Commissioners could facilitate the small <br />gro ups. <br />G'on~missioner Blank believed that it would be difficult for a resident to carry around <br />14 pages of vision and relate to those principles. <br />Chairperson Maas suggested that the bullet points be rewritten as a simple paragraph. <br />THE PUBLIC HEARING WAS OPENED. <br />Kevin CJlose, 871 Sycamore Road, expressed concern about the feathering out to the <br />urban growth boundary as it related to the C=ity's visions and goals on pages 4 and 5_ <br />C'y Matin, 874 Bonde Court, believed the City should be forward-looking, especially in <br />the 10- and 20-year range- He believed that using street trains similar to those in Europe <br />would be beneficial to Pleasanton- <br />James Paxson, Hacienda Yark Owners Association, 4473 Willow Road, Suite 1 O5, noted <br />that the Association had instructed its consultant to keep the timeframe tight and lean and <br />added that it expected to make an announcement on its plan within a week. He stated that <br />he expected a 1 O-month process and that the front end would address most of the traffic <br />work- <br />THF_ PUBLIC HEARING WAS CLOSED_ <br />Commissioner Blank believed the vision of Pleasanton was "A great place to live, work, <br />and play." <br />Commissioner Roberts noted that the way that citizens treat one other is comniunicatcd <br />by the Community of Character principles, and this makes the City a wonderful place in <br />which to live. She was iir~pressed by _Teff Knowles' concept of minimizing iral3 ic, not to <br />accotrimodate it, as well as impacts of future growth.
