would be restricted to the afternoon hours Sunday through Thursday, with some fueling <br />done on Fridays_ He emphasized that they were sensitive to the neighbors' safety <br />concerns, and in response to those concerns, he invited the neighbors to tour the property <br />and look at the available information on the tanks. <br />In response to an inquiry by Commissioner Blank whether the fuel taroks wcre required Lo <br />be grounded before refueling, Mr. Monceaux replied that they were not required to do so. <br />He noted that static electricity was not an issue with this fueling operation_ <br />In response to an inquiry by Commissioner Blank with respect to the lighting in the area, <br />Mr. Monceaux replied that there were two floodlights on the maintenance shop adjacent <br />to the tank location. There was also lighting on the perimeters of the parking lot. <br />Goddard, MBM Corporation, noted that he was not domiciled in the Sunol <br />Boulevard location and that he would be available to address any issues regarding this <br />proposed use_ He noted that they were extremely sensitive to any concerns of the <br />neighbors and that they wished to be a good corporate citizen. He noted that their choice <br />of anabove-ground storage tank would be more neighborhood-friendly than an <br />underground tank. He added that the potential groundwater contamination and potential <br />liability of the underground tanks were unacceptable to them. He noted that if their <br />business growth continued and necessitated relocation of their facility, the above-ground <br />tank would provide transferability to other property applications. <br />THE PUBLIC HEARING WAS CLOSED_ <br />Commissioner Fox moved to uphold the appeal, Case PAP-74, based upon the size <br />of the tank and its location and proximity to the residential neighborhood and <br />Alameda County transportation corridor and to advise the applicant to place the <br />fuel tanks und¢rground_ <br />The motion failed £or lack of a second. <br />Commissioner Blank moved to deny Case PAP-74, thereby upholding the Zoning <br />Administrator's approval of PDR-427 to allow the installation of the above-ground <br />tank, subject to the conditions of Exhibit B of the staff report, with the following <br />modifications that: <br />1_ the applicant b¢ required to install a leak notification system within the <br />confines of the berm that monitors the area directly underneath and around <br />the tank such that if there is a leak, an alarm notification is given to the <br />applicant as well as the Pleasanton Fire Department; and <br />2_ a second row of bollards b¢ installed, to be diagonally offset from the first <br />row of bollards_ <br />Commissioner Roberts seconded the motion_ <br />Ms. Nerland suggested that the applicant work with the Fire Department and appropriate <br />City staff with respect to notification protocols_ <br />PLANNING COMMISSION MINUTES February 9, 2005 Page 6 0£ 22 <br />
