PLANNING: COMMIS S1ON C1TV OF PLi3ASANTON <br />ALAMEDA COiJ NTY, CALIFORNIA <br />RESOLUTION NO_ PC-2005-56 <br />RESOLUTION APPROVING "I'HE APPLICATION OF NORDSTROM AND TI-lE MILLS <br />COMPANY FOR DESIGN REVIEW APPROVAL AN17 A VARIANCE FROM THE <br />PLEASAN TON MiJ NiCIPAL CODE, AS FILED UNDER CASES PDR-489 and PV-138 <br />WHEREAS, Nordstrom and The Mills Company have applied design review approval of a <br />phased development plan for the expansion and remodeling of Stoneridge Mall, <br />consisting of the following: ~1~ Phase I will relocate the existing Nordstrom store <br />by constructs ng 144,000 square feet of new retail area, add two restaurants <br />totaling 7 5,600 square feet, construct athree-level parking deck consisting of <br />901 parking spaces, construct various site modifications, and include a variance <br />from the Pleasanton Municipal Code to reduce the width and length of the parking <br />spaces for the panting deck from 1 O feet by 20 feet to 9 feat by 18 feet- and <br />(2J Conceptual approval for Phase II, which includes the addition of <br />approximately 7 5,234 square feet of in Fill retail space, and for Phase IIl, which <br />includes the adaptive reuse of the existing 161,000-square-foot Nordstrom store <br />and the location of a new cinema, at 1, 1300, and ] 600 Stoneridge Mall Road, <br />with both Phases I7 and IIl subject to further design review approval. and a <br />determination regarding sufficient parking; and <br />WHEREAS, zoning for the property is CR ~M~ (Regional Commercial [Mall]s District- and <br />WHEREAS, at its duly noticed public hearing of November 16, 2005, the Ylaiining <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br />WHEREAS, an environmental review for the Development Agreement, which covers the <br />proposed expansion and renovation, was completed with an Initial StudylNegative <br />Declaration. and included traffic analyses which determined that the Mall's trafl3c <br />with the expansion will occur primarily olt=peak, and therefore, would not impact <br />surrounding streets and intersc: c:~ions during ilie critical a.iri./p_ni_ peak-coir~nz uic: <br />hours; and the trafl3c analysis also identified iniprovenzents to Stoneridge Drive, <br />Stoneridge Mall Road, and Foothill Road to handle the increased traffic resulting <br />Isom the buildout allowed by the Development Agreement, which were <br />constructed by the major property owners on Stoneridge Mall Road, including <br />Stoneridge Mall, Safeway, etc.; and there have been no substantial changes to the <br />prof cct approved with the CEQA review for the Development Agreement, no <br />substantial changes in the circumstances under which the proj act was approved, <br />and no new information of substantial importance; and <br />
