PC-2005-53 RESOLD"LION APPROVING A NEGATIVE DECLARATION FOR THE APPLICATION OF KEON YOUNG LEE, AS FILED iJNDER CASE PDR-421 WHEREAS., Keon Young Lee has applied f~>r use permit and design review approval to develop a 15,488-square-foot commercial development on a 1.44-acre site located at 3283 Bernal Avenue; and WHEREAS, the Planning Commission received and reviewed the Initial Study, dated October 5, 2005, and received the recoxr~ni ex~dati oxi o£ stat3', and WHEREAS, at its meeting o£Novcn~xber 16, 2005, the Planning Coar~xr~ission received a proposed Negative Declaration for Casa PDR-42 1 ; and WHEREAS, the public was given the opportunity to comment on the environrnental impacts of the pro posal; and WHEREAS, the Yla.a~ning Commission has reviewed the potential impacts in accord ante with the applicable state and local guidelines governing the preparation of Negative Declarations and determined that traitic ixiip acts to the I3enial Avenue/Nevada Street intersection do not warrant the applicant being required to install a traftc signal but do warrant payxrxent of traffic impact fees. and WHl?RE AS, the Planning Commission finds that approval o£ the proposed prof cct would not have aizy significant adverse et-[ects on the site's wildli~~- NOW, TIIEREFORF THE PLANNING COMMISSION OF THE C}TV OF PLEASAN"I'ON RESOLVES THE FOLLOWING: Section 1.
