<br />T~ address this issue staff has developed the three options listed below: <br /> <br />1. Process the application for the Pleasanton Manor and other condo conversions when <br />received and pursue project conditions of approval, including affordability, as part of the <br />project review process. <br /> <br />2. Process modifications to the existing CCO to conform to State Law and return to the City <br />Council for review and approval. Defer processing condominium conversion applications <br />until CCO is amended. <br /> <br />3. Forward potential modifications to the CCO to the Housing and Planning Commissions <br />for their review and recommendation. Staff anticipates emphasizing the need to assure <br />conformance with State law and a requirement, at some level, that affordable units be <br />required for condo conversions. Final details will be developed with the assistance of the <br />Commissions. The Council is also asked to provide policy direction applicable to these <br />ordinance modifications. As with Option 2, individual conversion applications would be <br />put on hold. <br /> <br />STAFF RECOMMENDATION <br /> <br />Staff recommends that the Council direct staff to pursue Option 3 described above. Staff <br />anticipates this review will be completed within three to four months after which time any <br />amendments will be forwarded to the Housing and Planning Commissions, then to the City <br />Council. <br /> <br />FISCAL IMPACT <br /> <br />Modifications to the City's Inclusionary Zoning and Condominium Conversion Ordinances <br />would have no direct fiscal impact to the City.
