No changes to the exterior of the building shall be made without prior approval from the Plarttiing Department. 5. "1'he applicant shall pay any and all fees to which the proposed application may be subject prior to issuance of building permits- The type and annount of the ices shall be those in effect at the tinne the building permit is issu~d~ 6. At no time shall balloons, banners, pennants, or other attention-getting devices be utilized oii the site except as allowed by Section 7 8.096.060K. of the Zoning Ordinance for grand openings or by Section 18.1 16.040 0l the Zoning Urdinance if approved by temporary conditional use permit as part of a decorating plan in conjunction with shopping center promotional events. Ai no titrte shall spot lighting be used in conj unction with grand openings and/or promotional events.
