Staff recommends that the City contract with ATD to conduct morning (7-9 a.m.O; midday (11 : 30am-1: 30 p.m.) and evening (4-6 p.m.) counts at the 51 intersections included in group 2. They will also conduct school peak hour counts from 2:00 to 4:00 p.m. at six of these intersections. The data will be collected in 5-minute intervals for use by staff in identifying spikes in traffic volumes for the purpose of fme-tuning traffic signal timing to accommodate surges in traffic wherever possible. Staff recommends that the City contract with Wiltec to conduct morning (7-9 a.m.) and evening (4-6 p.m.) counts at the 30 intersections included in group 3. They will also conduct school peak hour counts from 2:00 to 4:00 p.m. at one of these intersections, and midday counts (11:30 a.m.-l:30 p.m.) at five intersections. These intersections are typically stop sign controlled, or are isolated signals that are not along a coordinated arterial roadway. Both companies have agreed to divide up the remaining study 50 intersections in group 1, including AM, PM and midday counts and some afternoon school counts. Staff will coordinate the work at the final 50 intersections as necessary to expedite the completion of the project. Staff is recommending that the contracts awarded to A TD and Wiltec include provisions to perform traffic counts at these 50 intersections at the same per intersection fee included in their bid proposals. Both companies have been provided copies of our local school schedules, and traffic count data will not be collected on Wednesday mornings, or on school holidays or minimum days.
