<br />All Civic Center Master Plan work to date was based on an assumption that the Pleasanton <br />Library would be expanded to approximately 71,000 square feet in order to meet current and <br />future needs. However, design concepts have not yet been discussed and site options <br />developed to date have been limited to constructing a two-story addition to the portion of <br />the existing Library building facing the parking lot. However, there has not been any <br />analysis related to the practicality or desirability, from a design or user perspective, for this <br />type of an expansion, Further, there has not been any analysis related to the cost <br />effectiveness of this type of expansion compared to new construction. Finally, assuming <br />long term library needs may best be met with a new facility, some analysis may be <br />necessary to determine the feasibility of reusing the existing building for City administrative <br />offices or community space, <br /> <br />At this time, staff is recommending the Council authorize issuance of an RFQ to conduct the <br />facility studies listed above, Due to the varied nature of the above issues, staff anticipates <br />the study being conducted in two separate phases. Phase I will pertain to library expansion <br />and Phase II will pertain to reusing the library building for another purpose, Staff would <br />report to the Library Commission following completion of Phase I and would not proceed <br />with Phase II until authorized by the Council. Phase II assumes construction of a new <br />library facility on a yet to be determined site which could be at another civic center location, <br />This provides an opportunity to fully evaluate the potential for expansion prior to evaluating <br />a new facility. While the final scope of work may change after staff has had an opportunity <br />to meet with qualified consultants, staff anticipates the following project scope: <br /> <br />Phase I: <br />Provide an analysis of existing structural, roofing, electrical, computer networking, and <br />heating/air conditioning systems (including overall energy efficiency studies) as it relates <br />to the potential for expansion and provide a recommendation regarding required <br />upgrades and/or replacements. <br /> <br />Provide a conceptual deign depicting an expanded building and a modified site plan, <br />(This is not intended to be a final or detailed building design reflecting interior/exterior <br />elements, However, at this stage, it would be beneficial to have some visual <br />representation of an expanded building.) <br /> <br />Provide preliminary construction cost estimates, <br /> <br />Evaluate American With Disabilities Act (ACT) issues and required upgrades. <br /> <br />Provide a summary of significant issues related to building expansion. This would <br />identify any significant challenges needed to be addressed to accommodate facility <br />expansion.
