It waamoved by Mr. Campbell, seconded by Ma. Hosterman, to approve
Amandment #1 to the Affordable Houalng agreement for the Ponderose Senior
Apartments (Gardena at Ironwood) located on the Busch property, and to
establish the priority to use the 51 Inclusionary Unit Credita on the 23-acre
P/eaaanton Unified School District optioned aite; however, the owner may request
to use the credlta on an alternate site, but the use of the credlta on an alternative
aite la aubJect to the approval of the City Council.

Ms. Ayala did not believe there is any hurry to grant these credits, She believed
that there is a nexus to the school site because when the affordable senior housing
project was approved. it was tied to building the tenth elementary school. She asked
Council to consider requesting additional Information on the loan and to let the next
Council make the decision.

Mr. Campbell pointed out that a future Council has the ability to say no.

Mayor Pico believed the discussion about the loan in more detail is a red herring
to create more delay and it does not have any impact on the City's lnclusionary Zoning
ordinance.

Mr. Brozosky generally supPorted Alternative Three. He believed the School
District's option would be bought out. The idea for the school site was not to be a
monetary gain for the School District.

The roll call vote was taken on the orialnal motion as follows:
AYES: Councllmembers - Ayala, Brozoaky, Campbell, Hosterman, and
Mayor Plco
NOES: None
ABSENT: None
ABSTAIN: None

Item 6c
Local need. and fundlna recommendadons reaardlna the use of Measure A Sales
Tax Revenue f25%) not obllaated to the Alameda County Medical Center.
(SR 04:278)

Eileen Morley, Community Services Manager, presented the staff report.

Mr. Brozosky asked how the Alameda County Board of Supervisors determines
where the money will be allocated?

Ms. Morley said the Board of Supervisors is conducting ten public hearings and
collecting information from all of the regions. The Board of Supervisors will meet and
confer about what was discussed at the public hearings and come up with an action plan
for an application process. The Board of Supervisors is assuming it will use a three-year
funding cycle and applicable agencies may reapply for funds. Through this process,
staff is also asking Council to consider creating a Capital Fund from the funds that have
been accrued to date. She did not believe an action plan or applications would be
available before the end of December 2004.

Pleasanton City Council
Minutes

9

11/02104
