<br />Motion passed unanimously. <br /> <br />Vice Chairperson Harris stated that this is the last site in the city that is designated for <br />high density residential land use. He noted that it was his understanding that the property <br />was zoned RM-l ,500 and asked if it had been rezoned. Jenny Soo, Planning Department <br />and staff planner for the project, stated her belief that the site was always zoned RM-4. <br /> <br />Vice Chairperson Harris reiterated that this is the only vacant site in the General Plan that <br />is designated high density residential. It is also in an area that has apartments with higher <br />densities than the proposed project. He feels we are wasting a prime site by not saving it <br />for rental housing. He feels that affordable ownership housing is good but there is a <br />greater need for affordable apartments. <br /> <br />It was moved by Vice Chairperson Harris, seconded by Commissioner Whisnand, <br />that the Housing Commission would prefer to see the site developed at a higher <br />density. The Housing Commission encourages the Planning Commission and City <br />Council to pursue higher density as a means ofincreasing the affordability. Motion <br />passed unanimously. <br /> <br />The Housing Commission discussed if the project would come back to them if the density <br />was increased. Steven Bocian indicated it could change the specifics of the Affordable <br />Housing Agreement. <br /> <br />B. Approval of Guidelines for Future Senior Housing Developments <br /> <br />Scott Erickson presented the staff report, Mr. Erickson reported that staff has spent time <br />over the past several months collecting input on the draft guidelines from a number of <br />different sources. Commissioners Whisnand and Hodgett have provided feedback and <br />input. Staff has also been working with Jack Dove and Bruce Fiedler, and has had <br />feedback from Dolores Bengtson, The staff report and attached draft guidelines are the <br />result of this process. Mr, Erickson noted that he met with Mr. Dove this afternoon and <br />discussed the proposed draft. Mr. Dove shared additional comments including: <br /> <br />. Differentiating between large versus small projects, i.e., including language that <br />provisions might not apply as extensively for a very small project. <br />. The City might consider instituting an "introductory period" of several years in <br />which the guidelines would not be mandatory. <br />. Regarding Building Design on page 4 under 2.2, in addition to the goals of <br />accessibility and aging in place that a statement be added that the design also <br />engender a feeling of community. <br />. Discussed having a separate section 8.0 adding management and operations and a <br />few more related comments. <br />. Potential cost impacts of some items. <br /> <br />Page - 7 - <br />
