<br />correct in that the task force has not met for some time. At the last meeting the task force <br />gave staff direction to go to the City Council with their recommendation that the City <br />Council authorize an RFQ for consultant services to help with the next phase of the <br />development process. There were also funding issues involved. The City Council <br />approved the recommendation and approved funding for that phase of the project. Staff <br />prepared a draft RFQ, sent it to all of the task force members approximately two months <br />ago. Staff has received comments from everyone on the task force. Those comments <br />have been incorporated but not yet circulated. Staff has not moved forward as they have <br />been involved in other projects (for example, the Kottinger Place irrigation project). <br />However, the City recently hired a new intern. One of the intern's priority projects will <br />be to compose a list of qualified firms to receive the RFQ. Mr. Bocian estimates that the <br />RFQ will be ready to send out within two weeks, This will be followed by a 3D-day <br />period for responses. He estimates the task force will be meeting a few weeks after the <br />responses are received. <br /> <br />Chairperson Stark asked for an update on this issue at the next meeting. <br /> <br />7. Recommendation to Approve the Affordable Housing Agreement with <br />Silverstone Communities for a 45-Unit Condominium Development Located at <br />3909 Vineyard Avenue <br /> <br />Steven Bocian presented the staff report. He reported that staff is recommending that the <br />Commission approve the draft Affordable Housing Agreement and recommend that it be <br />approved by the City Council. At its last meeting the Commission reviewed the <br />conceptual design and affordability concepts for the project proposed by Silverstone <br />Communities. The Commission directed staff to draft an Affordable Housing <br />Agreement. The Commission also indicated an interest in trying to incorporate <br />provisions that would discourage or prevent the "affordable by design" units from being <br />bought up by investors and speculators. The Commission also directed staff to review <br />options for increasing density on the project. <br /> <br />Mr. Bocian further reported that staff has developed a draft Affordable Housing <br />Agreement as requested. If the Housing Commission approves this agreement, it will be <br />forward to the City Council when it reviews the PUD. The agreement will be included as <br />a condition of approval of the PUD. He summarized the provisions in the agreement: <br /> <br />. There will be five units for low-income households priced at $205,000 <br />.
