<br />" <br /> <br /> <br />6A <br /> <br />pLfASANTONc <br /> <br />City Council <br />Staff Report <br /> <br />March 7, 2006 <br />Housing/Assistant City Manager <br /> <br />APPROVAL OF AN AFFORDABLE HOUSING AGREEMENT FOR <br />THE SILVERSTONE COMMUNITIES DEVELOPMENT LOCATED <br />AT 3909 VINEYARD A VENUE (PUD-49) <br /> <br />STAFF RECOMMENDATION: <br /> <br />SUBJECT <br /> <br />Approve the attached Affordable Housing Agreement (Attachment B) with <br />SilverStone Communities <br /> <br />SUMMARY <br /> <br />At its meeting of February 21, 2006, the Council approved PUD-49 with <br />SilverStone Communities for a forty-five unit residential condominium <br />development (Birch Terrace) located at 3909 Vineyard Avenue, The <br />approval was conditioned on subsequent approval of an affordable housing <br />agreement. This report provides a summary of the recommended <br />agreement. <br /> <br />Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />During 2004 and 2005, City staff worked with Frank Auf der Maur exploring affordable housing <br />options for his 2.76-acre vacant parcel of land on the corner of Vineyard Avenue and Birch <br />Creek Court. Staff's work was in response to an interest of some residents to use this site for a <br />City sponsored/funded high-density affordable housing project for seniors, The result of this <br />work was presented to the Housing Commission at its meeting of February 17, 2005. After <br />reviewing all options, the Commission recommended that the property owner work directly with <br />a private developer to secure affordable units on the property in accordance with the <br />Inclusionary Zoning Ordinance (IZO). The Commission's recommendation was reviewed and <br />approved by the City Council on AprilS, 2005. <br /> <br />SR 06:078 <br />
