PLANNING COMMISSION CITY OP PLEASAN TON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-2005-07 <br />RESOLUTION RECOMMENDING APPROVAL OF THE APPLICATION OF EARL BACH, <br />KAREN BACH, ED LAMB, SR_, AND ED LAMB, JR. FOR AN AMENDMENT TO THE <br />NORTH SYCAMORE SPECIFIC PLAN, AS FILED UNDER CASE PSP-8 <br />WHEREAS, Earl Bach, Karen Bach, Ed Lamb, Sr., and Ed Lamb, Jr. have applied for an <br />amendment to the North Sycamore Specific Ylan to consider eliminating a public <br />sidewalk cor~riection between Sycamore Terrace and San Carlos Way for a <br />1 _84-acre site located at 446 Sycamore Road in the North Sycamore Specific Plan <br />Area; and <br />WHEREAS, zoning for the property is PUD-LDR (Planned Unit Development -Low Density <br />Residential District; and <br />WHEREAS, at its duly noticed public hearing of February 9, 2005, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the <br />City staff concerning the Specific Plan amendment; and <br />WHEREAS, an Environmental Impact Report HEIR) for the North Sycamore Specific Plan <br />Area was prepared and certified by the G'ity Council in February 1991, and the <br />California Environmental Quality Act specifies that individual residential <br />development projects that are prepared pursuant to the requirements of an adopted <br />specific plan for which an EIR has been prepared and certified are exempt from <br />additional environmental review; and the proposed specific plan amendment to <br />eliminate a public sidewalk would be a minor change in land use regulations; <br />therefore, no envirorlrtlental documentation accompanies the proposed Specific <br />Plan amendment; and <br />WHEREAS, the Plar~_ning Commission determined that the Specific Plan amendment is <br />consistent with the City's General Plan and the North Sycamore Specific Plan. <br />NOW, Ti-IEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />RESOLVES THE FOLLOWING: <br />Section 1 . Recommends approval of Case PSP-8, the application of Earl Bach, Karen Bach, <br />Ed Lamb, Sr., and Ed Lamb, Jr. for an amendment to the North Sycamore <br />Specific Plaiz to consider eliminating a public sidewalk connection between <br />Sycamore Terrace and San Carlos Way fora 1 .84-acre site located at <br />446 Sycamore Road in the North Sycamore Specific Plan Area_ <br />
