PLANNING COMMISSION CITY OF PLEASANTON

ALAMEDA COUNTY, CALIFORNIA
RESOLUTION NO. PC-97-25

RESOLUTION APPROVING THE APPLICATION OF TODD FUJINAGA/BONFARE
MARKET FOR A CONDITIONAL USE PERMIT, AS FILED UNDER CASE
UP-97-03

WHEREAS, Todd Fuj inaga/Bonfare Market has applied for a conditional use permit to
establish a convenience market, Bonfare Market, in an approximately 3.100
square foot tenant space located at the Vintage Hills Shopping Center (3550
Bernal Avenue, Suite 110); and

WHEREAS, zoning for the property is PUD - C-N (Planned Unit Development -
Neighborhood Commercial) District; and

WHEREAS, at their duly noticed public heating of March 12, 1997, the Planning Commission
considered all public testimony, relevant exhibits, and recommendations of the
City staff concerning this application; and

WHEREAS, the Planning Commission made the following findings:

A. The proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which
the site is located.

Some of the objectives of the zoning ordinance are to: foster a harmonious,
convenient, workable relationship among land uses, protect existing land uses
from inharmonious influences and harmful intrusions, and to insure that public
and private lands ultimately are used for the purposes which are most appropriate
and beneficial to the City as a whole. Based on the applicant's statement of
operations and the proposed conditions of approval, the proposed convenience
market would be consistent with these objectives.

The site of the proposed use is located within a PUD-C-N district. One of the
purposes of the C-N (Neighborhood Commercial) District is to provide
appropriately located areas for retail stores, offices, and personal service
establishments patronized primarily by residents of the immediate area. The
proposed convenience market would provide a quick and convenient way for the
surrounding neighbors to pick up a few items since the larger supermarkets are
not nearby. Furthermore, in that the shopping center has been struggling in past
years, this use may help draw more customers here, making the rest of the retail
uses successful. The use permit for the convenience market is, therefore, in
accordance with the objectives of the zoning district in which the site is located.
