Grassland, significant tree growth and riparian <br />vegetation are all present on site. <br />Water/Sewer Considerations: Facilities are available in Foothill Road. <br />Other Planning Considerations: A preliminary development plan for 9 lots has been <br />submitted although site constraints (seismic hazard areas, landslide potential) may limit <br />this site to 4 lots. <br /> <br />Looking at all the above nine parcels, which represent most of the remaining development <br />potential in the area west of Foothill Boulevard, and applying a regulation that excludes land <br />with 25 percent or more slope in calculating residential density, would result in a substantial <br />decrease in the potential build-out of the area, from approximately 98 lots to 64 lots. <br />Eliminating areas in seismic hazard zones and areas susceptible to landsliding would further <br />reduce density. According to recent housing legislation, a reduction in the development <br />potential for a site identified in the City's Housing Element may require the City to replace that <br />development potential by rezoning or finding that other areas allow for new residential <br />development at similar or higher densities. Such a reduction in development potential on lots <br />west of Foothill, if undertaken for reasons of public health, safety and welfare, and which leaves <br />some development potential generally would not be a "taking" of property, as long as the City <br />allows each property owner to undertake a site-specific analysis to determine slope and <br />development potential, and continues to allow other uses of the property such as agriculture or <br />grazing. Staff is seeking Planning Commission and City Council feedback on this potential <br />change in calculation of residential density for properties west of Foothill Road. <br /> <br />REMAINING SITES <br /> <br />The owners of the following three sites (#10, #12, #13) have requested changes in land use <br />designation for their properties. The Knuppe Property (#11) is discussed at the end of this <br />section, and is included because the owners have discussed changes to the previously approved <br />Planned Unit Development, and have previously suggested an alternative land use. <br /> <br />SR 06:065 <br />Page 8 of 12 <br />
