Policy 2.4: Establish and maintain strong, open channels of communication between City
staff, elected officials, and business leaders focused on the retention and expansion of
economic sectors that are central to the City's fiscal vitality.

Strategies:

. Work with shopping center owners, automobile dealers, developers, and local
merchants to monitor retail trends and understand the ongoing need to reposition in
response to a changing marketplace. This work should include efforts with
neighborhood-serving shopping center owners and tenants to strengthen the mix of
local serving retail options. This work should also support efforts to strengthen
Pleasanton's position as a regional center for retail trade, including implementation of
a communication strategy aimed at local residents to identify the benefits of
Pleasanton's retail uses from a fiscal perspective.

. Establish a B2B Task Force to formalize and implement a "Pleasanton First" strategy
for increasing B2B sales. The goal of this effort will be to encourage local
businesses to look within Pleasanton before looking elsewhere to meet their
purchasing and business service needs. The B2B Task Force will follow the efforts
of the B2B subcommittee to investigate and implement a comprehensive B2B
enhancement strategy. Tasks may include compilation and organization of a
directory of City businesses engaged in B2B transactions, including professional and
technical services firms, for distribution to local businesses; development of a
"Pleasanton B2B Certification" to recognize and promote local businesses that buy
goods and services locally: coordination of targeted networking events to strengthen
and promote local business clusters: and development of a communication strategy
to enhance B2B transactions including outreach to local media, business groups.
and enhancements to the City website.

. Work with hotel managers and owners to monitor trends in the hospitality industry,
identify opportunities to enhance business, and understand challenges for their
industry. As an effort of the B2B Task Force, work to connect local hotels to
Pleasanton businesses. which may have ongoing needs for hotel/conference space
whether for purposes of conducting trainings, hosting meetings, or receiving visits
from employees stationed at other branch offices.

. Study the feasibility of a mid-sized (75 to 100+ room) luxury business and traveler-
oriented hotel with an exceptional restaurant that can serve as both a daytime and
overnight facility for smaller events. This would broaden the offerings of local
lodging, develop a new gathering place for social and certain types of business
meetings, and potentially link with increased winery tourism to the region.

P/easanton Economic Development Strategic Plan
DRAFT - January 2006

19
