The City of Pleasanton recognizes that this project can be of <br />great benefit to cities in the Tri-valley area. To maximize these benefits while minimizing <br />potential negative impacts to local cities, I would like to emphasize our concern about two <br />critical design elements relating to this project. <br /> <br />Pleasanton has been working with residents to minimize the amount of regional through traffic <br />that uses Vineyard Avenue to avoid congestion along Route 84 and 1-580. The Vineyard <br />Corridor Specific Plan includes a new Elementary School, a public park, and about 130 new <br />residences. Traffic using this 2-lane road also impacts over 800 existing homes in Ruby Hill <br />and hundreds of homes between Bernal Avenue and Montevino Drive. The City has taken <br />steps to design the roadway to minimize both traffic volumes and related noise through these <br />neighborhoods. It is important that the traffic model used for the Project's environmental <br />impact assessment not overestimate the amount of traffic using this roadway. It is also <br />important that this project not widen Vineyard Avenue at Isabel Avenue, as to do so will <br />encourage more regional through traffic to use Vineyard Avenue to access the new <br />expressway. If this happens, it will represent a significant impact to the quality of life for <br />Pleasanton residents that live along this corridor. <br /> <br />Another related design issue involves the future eastbound right turn from Stanley Boulevard <br />to southbound Isabel Avenue. A significant amount of through traffic currently uses Vineyard <br />Avenue to access Isabel Avenue and then Concannon Boulevard.
