<br />Part of the environmental review includes the analysis of potential traffic impacts. For this <br />analysis, they need to finalize how each intersection along the new roadway is to be <br />configured. P1easanton staff has raised concerns with the technical group overseeing the <br />traffic analysis. There are two design issues that will likely influence how the Route 84 <br />Project affects cut-through traffic in Pleasanton. <br /> <br />Pleasanton has been working with residents to minimize the amount of regional through traffic <br />that uses Vineyard Avenue to avoid congestion along Route 84 and 1-580. The City has taken <br />steps to design Vineyard A venue to minimize both traffic volumes and related noise through <br />surrounding neighborhoods. ACTIA is proposing that Vineyard Avenue be widened at Isabel <br />Avenue to allow more traffic to access Isabel Avenue from Vineyard Avenue. This will likely <br />increase traffic volumes all along Vineyard Avenue. <br /> <br />Pleasanton Staff has advised ACTIA and Caltrans that Vineyard Avenue at Isabel A venue acts <br />as a constrained gateway leaving Pleasanton, and that Pleasanton does not want the <br />intersection reconfigured in a way that would encourage or facilitate increased traffic along <br />Vineyard Avenue. Caltrans has stated that it is their policy to widen roadways like Vineyard <br />Avenue along state routes. Staff has prepared the attached letter to ACTIA advising them that <br />modifying Vineyard Avenue at Isabel Avenue to accommodate more traffic will negatively <br />impact Pleasanton residents along the Vineyard Corridor. <br /> <br />Another related design issue involves the future eastbound right turn from Stanley Boulevard <br />to southbound Isabel Avenue. A significant amount of through traffic currently uses Vineyard <br />Avenue to access Isabel Avenue and then Concannon Boulevard. This compounds problems <br />along Vineyard Avenue. Early designs of the new intersection of Stanley Boulevard at Isabel <br />A venue included a diagonal free right turn from eastbound Stanley Boulevard to southbound <br />Isabel A venue. Staff believes that reducing delay for motorists using Stanley Boulevard to <br />access Isabel A venue will encourage drivers to choose Stanley Boulevard instead of Vineyard <br />Avenue. <br /> <br />The attached letter advises ACTIA that Pleasanton is working to shift through traffic from <br />Vineyard Avenue to Stanley Boulevard and requests that the Expressway Project maintain the <br />design elements at the Stanley/Isabel interchange like the free eastbound to southbound <br />connector. Pleasanton staff recommends that this critical design feature not be removed from <br />the Expressway design to help mitigate the impact of additional through traffic in Pleasanton <br />that may result from this project. <br /> <br />SR 06:058 <br />Page 2 of 3 <br />
