Building and Public Works Fees

Building Permit and Plan Check collections through December of this year were $1.56 million
compared to $1.36 million in the same period of the previous year. Through February 1997, total
revenues were $2.03 million. Therefore, staff is increasing Building Permit and Plan Check fee
projections by $830,000 from $1.82 million to $2.65 million.

Engineering Inspection fee estimates are being decreased, however, by $270,000, from $405,000
to $135,000. Some of the revenues previously projected this year are now expected in the early
summer, after the June 30 year end.

In total, staff is projecting a net increase of about $565,000 in combined Building, Public Works
and Plan Check Fees. Staff is recommending that $400,000 of these fees be placed in the
Carryover Reserve to fund plan checking and inspection costs which will not be performed until
next fiscal year.

Planning Fees

Planning revenues are slightly ahead of projections. Overall the net increase in projected revenue
is $58,000. The adjusted projection is now $209,000.

Recreation Revenues

Recreation revenues are estimated to be $1.51 million, which is $120,000 less than the original
projection. The decrease is primarily due to a reduction in aquatic receipts of $69,000 because of
construction of the new pool, and a correction of a $54,000 erroneous figure for estimated theatre
ticket sales.

PERS One-Time Adjustment

PERS (Public Employees' Retirement System) has given the City this year the last of its one-time
adjustments. The amount is $549,000, plus a carryover from last year of $206,000, totaling
$755,000. Since this adjustment relates to employee costs, staff once again is recommending that
it be utilized to offset other personnel costs that are not currently being fully funded. In
particular, staff is recommending, as in the past, that a total of $500,000 be transferred to the
currently under funded Workers' Comp Fund and the Retirees' Medical Fund. This transfer will
bring these two Funds to recommended levels through 1996-97, based on previous actuarial
studies conducted by independent consultants.

SR97:110 4
