She believed <br />that there is a nexus to the school site because when the affordable senior housing <br />project was approved. it was tied to building the tenth elementary school. She asked <br />Council to consider requesting additional Infonnatlon on the loan and to let the next <br />Council make the decision. <br /> <br />Mr. CampbeH pointed out that a future Council has the ability to say no. <br /> <br />Mayor Pico believed the discussion about the loan in more detail is a red herring <br />to create more delay and it does not have any impact on the City's lncluslonary Zoning <br />ordinance. <br /> <br />Mr. Brozosky generally supported Alternative Three. He believed the School <br />District's option would be bought out. The Board of Supervisors will meet and <br />confer about what was discussed at the public hearings and come up with an action plan <br />for an application process. The Board of Supervisors is assuming it will use a three-year <br />funding cycle and applicable agencies may reapply for funds. Through this process, <br />staff is also asking Council to consider creating a Capital Fund from the funds that have <br />been accrued to date.
