<br />,vi <br /> <br />I.. :, <br />;~ ~'.~,~~f .~,' <br /> <br />.~ ;/' <br /> <br />The Thuse's existing daycare has been in operation at the current location for two years. Under <br />State law, a small family daycare home, such as the existing facility, is exempt from <br />discretionary review by the local jurisdiction. The State requires that the City review and <br />approve the request for a large family daycare. The city has reviewed the project to determine <br />its consistency with the zoning regulations. <br /> <br />The applicant is proposing hours of operation as Monday through Friday, from 7:00 am to 6:00 <br />pm. The applicant plans to maintain the existing operational schedule of playtime and activities <br />as stated in the attached narrative. As a part of the expansion, the applicant will hire at least one <br />additional employee to assist with the daily facility operations when the enrollment triggers the <br />necessity for an additional staff member per State requirements. <br /> <br />No group transportation to or from the daycare facility is being proposed; the children would be <br />dropped-off and picked-up by their parents. <br /> <br />A Zoning Administrator hearing was requested by concerned neighbors based on concerns of <br />traffic, noise, facility use, and the appropriateness of conducting a large family daycare business <br />in this residential area. Concerns were also raised that disclosure of a daycare facility in the <br />vicinity could affect property values. Due to the quantity of public concerns the Zoning <br />Administrator elevated the project to the Planning Commission review level. <br /> <br />The Planning Commission has the authority to determine if the proposal meets the large family <br />daycare requirements as addresses in the Pleasanton Municipal Code related to spacing between <br />large family daycare facilities, traffic, parking, noise, and fire safety requirements, as outlined in <br />section III of this report. <br /> <br />II. SITE DESCRIPTION <br /> <br />The project site is located in a detached, single-family development off Gibraltar Drive. The <br />development contains private streets and commonly owned and maintained facilities (open <br />space, play equipment, and pool). The subject site is near the entrance of the development from <br />San Marco Way, at the transition of Appian Street into Genovesio Drive (Attachment No.1). <br />The applicant has an approximately 3,550 square-foot lot, with an approximately 1,927 square- <br />foot detached single-family home. The applicant's lot contains four (4) on-site parking and one <br />(1) curbside space directly in front of the residence. <br /> <br />III. ANALYSIS <br /> <br />Staff has assessed the requirements for a large family daycare as outlined in Chapter <br />18. 124.240(A-E) of the Pleasanton Municipal Code. Staff has provided the code wording and a <br />brief discussion on each standard: <br /> <br />A.
