RECOMMENDED EXPENDITURES Input from members of the Police Department was solicited and submissions reviewed by the Department's "Review Committee". The committee submitted a prioritized list of recommendations to staff. The Command Staff of the Police Department supported the following recommendations, which support front line law enforcement functions and serve to enhance public safety. The cost estimates, as listed, are approximate amounts. . Volunteers in Policing Services (VIPS) Program Funding ($5,000) The VIPS program continues to expand and integrate throughout the organization. This funding will provide field equipment, training, and uniforms for patrol volunteers. In October 2005 patrol volunteers began providing handicap and parking enforcement responsibilities within our jurisdiction. Per the National Association of Citizens' on Patrol, the national comparable hourly rate of a police volunteer is $16.64. These dedicated persons served over 4,122 hours since January 2005, which equates to a $68,590.08 savings for the police department. . Every 15 Minutes ($2,000) The "Every 15 Minutes" program is a proactive anti-drinking and driving educational outreach program conducted each year at one of our high schools. The program is recognized statewide as a valuable tool focusing on teen drivers and challenging them to think about the consequences of drinking, personal safety, driving habits and the responsibility of making mature decisions. This funding will allow police staff to work cooperatively with educators, local businesses and students to communicate the dangers of driving under the influence. . Police Mobile Radios ($9,000) This purchase includes three (3) new Motorola mobile radios. One radio will be installed in the Crime Prevention van and the remaining two will be used as replacements for damaged radios and radios sent out for repair. This eliminates patrol unit(s) being taken out of service in the interim. . Patrol Rifles ($6,700) The initiation of the field rifle program in 2000 provided the department a substantial tactical patrol resource. A rifle armory was constructed allowing for a total of 62 stored/secured rifles. The department to date has purchased 52 rifles and assigned them to Operations personnel. These funds will be used to purchase eight additional rifles that will serve as replacements when an officer's assigned rifle requires servicing and to have the ability to deploy pool rifles to trained staff, not assigned a rifle (Investigations), and in case of a critical incident.
