CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 97-15 <br /> <br />RESOLUTION REGARDING THE HAPPY VALLEY <br />REFINED CONCEPT PLAN <br /> <br />on January 21, 1997, Council reviewed two alternative concept plans <br />recommended by the residents in the Happy Valley area for the proposed <br />mtmicipal golf course site and the adjacent residential area; and <br /> <br />WHEREAS, Council provided input and directed staff to proceed with planning for this <br /> area; and <br /> <br />staff subsequently melded the two neighborhood alternatives with the <br />Council input into a single Refined Concept Plan that was then reviewed <br />by approximately 50 members of the Happy Valley area on February 20, <br />1997 and which Plan received general support; and <br /> <br />Council received a staff report from the Director of Planning and <br />Community Development (SR 97:67) presenting the Happy Valley Refined <br />Concept Plan; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br />RESOLVES AS FOLLOWS: <br /> <br />Section 1: <br /> <br />Council approves the Happy Valley Refined Concept Plan as set forth in <br />Staff Report 97:67, a copy of which is attached hereto, with the following <br />three modifications: 1) provide a mechanism to allocate costs of the <br />specific plan to those who benefit from the development, 2) make the <br />bypass road a priority and be innovative in diverting construction traffic <br />from the Happy Valley loop, and 3) that all the Happy Valley area <br />highlighted on the Refined Concept Plan map be eligible to be annexed, <br />rather than mandate annexation. <br /> <br />Section 2: <br /> <br />This resolution shall become effective immediately upon its passage and <br />adoption. <br /> <br /> <br />
