EXHIBIT "A" <br /> <br /> West Las Positas Interchange Study <br />Interim Policy for New Development Applications <br /> <br />The following policies shall be in effect from the date of adoption of this resolution until the date <br />the City Council has acted upon the recommendations of the West Las Positas Interchange <br />Study. <br /> <br />Proposed projects will be processed as submitted following standard City application <br />processing procedures. Staff shall include an analysis of the traffic impacts of every <br />project on the neighborhoods and 1-680 interchanges at Bernal Avenue, Stoneridge Drive, <br />and West Las Positas Boulevard. This analysis shall include a comparison of the traffic <br />anticipated from the site in the General Plan with the traffic projected from the proposed <br />project. It shall also include an analysis of any specific project mitigation measures <br />designed to allow the City to achieve its General Plan Circulation Element goals and <br />policies, with or without the West Las Positas Interchange. <br /> <br />Applicants of projects which have a bearing on the traffic issues relating to the West Las <br />Positas Interchange are encouraged to include proposed traffic mitigations which have a <br />positive impact on the City's traffic circulation system, assuming the elimination of the <br />West Las Positas Interchange from the City's traffic circulation network. <br /> <br />Staff is hereby directed to incorporate the following concepts as standard conditions of <br />approval: <br /> <br />The developer's agreement to pay its fair share of alternative traffic mitigation <br />measures, with or without the West I. as Positas Interchange; <br /> <br />The developer's aclcnowledgement that the City is not guaranteeing that existing <br />LOS standards be maintained in perpetuity and that no guarantee is made the City <br />will be responsible for keeping those intersections at LOS D or better; and <br /> <br />C® <br /> <br />If a building permit or other action which vests the project approval pursuant to <br />State law, whether approved at the time of initial discretionary approval or <br />subsequent to it, has not been obtained within two years of receipt of City <br />discretionary approval, the approval shall lapse; and <br /> <br />The developer's commitment to implement a proactive Transportation Systems <br />Management program or other measures which will positively mitigate the <br />project's otherwise anticipated traffic impacts. <br /> <br /> <br />
