Consistent with the Council's October <br />11, 2005 workshop, staff is recommending that a total of 65 units be <br />counted. However, detailed in this report are four viable options that can be <br />used for determining units and staffs recommendation represents its view of <br />this issue. <br /> <br />At its October 11, 2005 General Plan workshop on land use, the Council <br />reviewed a conceptual proposal by Continuing Life Communities to develop <br />a community care retirement community with approximately 823 units on <br />45 acres of the Staples Ranch property currently owned by Alameda County <br />Surplus Property Authority. As part of these discussions, the Council <br />discussed various issues related to how these units would be counted against <br />the voter approved residential housing cap of 29,000 units. As an outcome <br />of these discussions, the City Council requested additional information on <br />the nature of these units and their impacts on City services. This report <br />provides specific information on the types of units that are expected to be <br />included in this development, provides several options as to how these units <br />could be characterized, and requests direction from the City Council. <br /> <br />The City Council is not being asked to consider the merits of the Continuing <br />Life Communities project and any direction provided should not be <br />construed as an endorsement or rejection ofthis or other similar projects. In <br />addition, this report does not pertain to how, if at all, affordable housing will <br />be applied to this development. Staff anticipates this being discussed at a <br />
