<br />lowest responsible bidder submitted a construction bid of $2,778,900. Staff met with the <br />lowest responsible bidder, GSE, the project designer, Tetra Tech, and looked at possible <br />changes in design to reduce costs. Some of the changes included the removal of non-essential <br />amenities such as the paving of the parking areas adjacent to the pump stations, the use of <br />fewer architectural elements on the exterior of the pump station buildings (the buildings are <br />located in fairly remote areas along the private-gated road -- Santos Ranch Road -- which <br />receive very little drive-by traffic), the removal of underground pipe raceways (utilizing <br />ground level pipe raceways instead), the use of a bolted 20,000 gallon water tank instead of a <br />new welded tank, the reduction in size of the pump station building footprints, and other cost <br />saving revisions. In the February 15 staff report, staff estimated the City could realize a net <br />cost savings of approximately $420,000 by redesigning and re-bidding the project. <br /> <br />On March 15, 2005, the City Council authorized a consulting contract amendment with Tetra <br />Tech to redesign these facilities to incorporate cost-reducing recommendations for an amount <br />not-to-exceed $215,160. After completion of the redesign effort, the project was re-bid and <br />bids were opened on December 14, 2005. A total of six bids were received (bid summary <br />attached), ranging from $1,881,450 to $2,337,500, with the lowest responsible bid being <br />submitted by McGuire and Hester, Inc. McGuire and Hester has performed similar work and <br />their work has been determined to be satisfactory. The most recent work completed by <br />McGuire and Hester for the City of Pleasanton is the Vineyard A venue Sewer, accepted by the <br />City Council in November, 2005. Subsequent to the bid opening, a bid protest was received <br />from the second low bidder who called into question the credentials of one of the <br />subcontractors listed by McGuire and Hester. In response, McGuire and Hester has provided <br />written documentation which substantiated the subcontractor's ability to complete the work. <br />McGuire and Hester has 79 years of experience and has completed numerous projects similar <br />to the Santos Ranch Road Pump Station. Therefore, staff recommends award of the project <br />contract to the lowest responsive bidder, McGuire and Hester. <br /> <br />Based on the bids received and deducting out the additional design costs of $215,160 to re- <br />engineer and redesign the project, the net construction cost savings is $682,290. <br /> <br />BUDGET <br /> <br />In anticipation of the need for repair and replacement of these old water systems along the <br />Pleasanton Ridge, funds had been appropriated from the Water Replacement fund over a <br />number of years as stated earlier. While it was anticipated prior to bid, that additional funding <br />would be needed to complete the project, it was decided to put the project out to bid and have <br />actual costs before requesting additional funding for the project. Based on the project needs, <br />staff recommends that additional funds of $400,000 be transferred from the Santos Ranch, <br />Pleasanton Ridge and Kilkare Water Transmission Main Replacement (Reserve), CIP No. <br />011014 (which has a current fund balance of $547,000), to the subject project.
