<br />The Circulation Element of the City's General Plan calls for the construction of Rose <br />Avenue as a residential collector street from Fair Street (Division Street) to Valley <br />Avenue. The City's General Plan established a land use designation of Medium Density <br />Residential for those properties along the north side of Rose Avenue between Fair Street <br />and Valley Avenue based on the infrastructure holding capacity, which included the <br />extension of Rose Avenue to Valley Avenue. With regard to the General Plan update, the <br />recommendations of the General Plan Steering Committee do include the extension of <br />Rose Avenue to Valley Avenue. <br /> <br />Informal discussions have taken place with Fair Board representatives and the City's <br />Liaison Committee to decide if the Joint Liaison Committee will make a recommendation <br />regarding whether or not to extend Rose Avenue so that afinal decision on the extension <br />can be made with the adoption of the General Plan Update. If the Council were to decide <br />not to extend Rose Avenue, then the extension would be removedfrom the General Plan. <br />At the current time, there are no assurances that such an extension would take place if <br />left in the General Plan, as the Fair Board's current position is that they are opposed to <br />the extension of Rose Avenue. <br /> <br />During the processing of the PUD for Martinique Homes (PUD-88-11), much discussion <br />took place regarding the extension of Rose Avenue. However, given that the <br />Fairground's Master Plan did not and currently does not anticipate this extension, <br />PUD-88-11 was planned so that the development could occur without the extension. <br />Contained within the September 27, 1995 Planning Commission staff report is an <br />analysis of the possible Rose Avenue extension and its likely alignment. Staff believes <br />that if Rose Avenue, or a street off of Rose Avenue, is extended to Valley Avenue, it would <br />have to be extended through the Fairgrounds property in order to align with Koll Center <br />Parkway. The problem with extending Rose Avenue along the Arroyo Del Valle to Valley <br />Avenue is that it would connect just south of the bridge which would not allow <br />signalization or left-turn movements. The September 27, 1995 staff report shows four <br />different alternatives for the Rose Avenue extension through the Fairgrounds. <br /> <br />If Rose Avenue were extended through the Fairgrounds or a decision were made not to <br />extend Rose Avenue, additional land could be assimilated into the proposed project to <br />address some of the concerns expressed by the surrounding property owners. For <br />example, instead of having 50 feet of right-of-way between the property and the <br />Fairgrounds, this road could be reduced to an emergency EVA, and the main road into <br />this area could be changed to an expanded creek frontage road. This reconfiguration <br />would result in additional land, gained through elimination of Rose Avenue access to the <br />westerly portion of the site, which could be assimilated into Lots #1 - #5 based on the <br />applicant's lotting plan. This would increase the size of those lots by approximately <br />450 square feet per lot.
