<br />the necessary modifications to the existing Residential Permit Parking Program so that it may be <br />used to exempt the residents between Alisal School and Alvarado Street from the time limited <br />parking. <br /> <br />Staff met with the residents located between Alisal School and Alvarado Street on November 10, <br />2005, to determine the most favorable time restrictions, as well as to discuss the general <br />guidelines for the Residential Permit Parking Program. The residents agreed that the 4-hour <br />parking limit in conjunction with the Permit Parking Zone was the most favorable solution to the <br />parking of vehicles for sale. <br /> <br />The current Residential Permit Parking Ordinance does not allow for flexibility in the times of <br />day, days of week, or months of year that permit parking may be used. The Ordinance, as it is <br />currently written, only allows for permits to be valid from September to July and sets the time <br />limit from 9:00 AM until 2:00 PM, Monday through Friday. The vehicle for sale impact is <br />greatest during the weekend. The current permit parking time limits do not cover the weekend <br />and would not provide an effective solution to the parking impacts from the vehicles for sale. <br /> <br />Staff recommends modification of the current ordinance by adopting the attached ordinance that <br />will remove the language that limits the time the time of day, day of week and time of year <br />provisions. This will allow for the use of Residential Permit Parking to address the parking <br />concerns on Santa Rita Frontage Road. Staff believes this is an acceptable solution to the "for <br />sale" parking problem experienced by the neighborhood. <br /> <br />Staff also recommends adopting the attached resolution that will establish 4 hour parking on Santa <br />Rita Frontage Road between Alisal Elementary School and Alvarado Street as well as adopting <br />the attached resolution that will establish a Residential Permit Parking Zone between Alisal <br />Elementary School to Alvarado Street so that the residents are exempt from the 4-hour parking <br />restriction (between Alisal School's North Driveway and Alvarado Street). <br /> <br />FISCAL IMPACT <br /> <br />The elimination of the restrictions in the Permit Parking Zone Ordinance may increase the <br />number of locations requesting permit parking or initiate new requests to adjust the current <br /> <br />SR 06:038 <br />Page 4 of5 <br />
