Cbapter 11.38 .RESIDENTIAL PERMIT PARKING ZONE 11.38.010 Definitions. For the purpose of this chapter the folloW'ing ~ords and phrases shall have the meanings respectively ascribed to them: A. "Director" means the director of financeo B. "O~ner" means a person ~ho has an o~nership interest in a parcel of real property ~ithin a residential permit parking zone designated pursuant to this chaptero Co "Resident" means a person ~ho lives in a residential permit parking zone as his/her permanent place of residence, either as a tenant or o~ero Do "Residential parking permit" means a permit issued pursuant to this chaptero E. "Residential permit parking zone" means a residential zone designated as provided in this chapter ~herein vehicles displaying a valid permit issued pursuant to this chapter shall be exempt from the parking time restrictions established in thiG chapter for the permit parking areao F. "Vehicle" means an automobile, truck, trailer, house car, motorcycle or other motor driven device for transportation, not in excess of six thousand pounds gross ~eight. (Ordo 1376 {? I (part), 1988) 11.38.020 Issuance of permits. Residential parking permits shall be issued by the director of financeo Parking permits may be issued to an oW'ner or resident of a property W'ithin a residential parking permit zone or to a guest of such an o~er or resident duly authorized by the o~ner or resident to apply for a residential parking permit; provided, that a residential parking permit shall only be issued to an o~ner or resident, ~ho has a motor vehicle currently registered in his or her name, or W'ho has la~ful possession of a motor vehicle for his or her exclusive use and/or ~hich is under his or her control and to individuals providing in-home medical care to a resident of a zone; provided, that the in-home provider sho~s proof, in the form ofa contract or other agreement, of the service being providedo Not more than one residential parking permit shall be issued for any motor vehicleo The city manager may establish rules and regulations necessary or appropriate to carry out the purpose of this chaptero The city manager shall require each applicant for a residential parking permit to establish proof of residency and vehicle o~nership, possession or control in compliance ~ith this chapter. (Ordo 1376 {? I (part), 1988) 11.38.030 Duration and limit on number of permits to be issued. There shall be no limit to the number of annual permits issued to any residential address ~ithin a residential permit parking area; provided, that the resident o~ns or has control over each of the vehicles for ~hich an annual permit is issued. A separate application shall be filed for each motor vehicle.
