Commissioner Blank suggested that "'rooster" be replaced ~ith "'male <br />chickens, " <br /> <br />In response to an inquiry by Commissioner Blank regarding bantam chickens, Mso Decker noted <br />that had not been addressed and that four chickens ~as a reasonable number of birds to track. <br /> <br />Commissioner Fox recalled the discussion of the location ofa chicken coop in direct sun ifit <br />~ere at the farthest point from the neighbor's houseo She suggested the follo~ing ~ording: "'The <br />coop shall be in a location that is appropriate for chicken habitation and maximizes distances <br />from neighbors' ~indo~s," Ms. Decker believed that ~ould be appropriate to accommodate <br />varying lot configurationso <br /> <br />Commissioner Blank moved to find that the adoption of" the proposed amendments to the <br />Municipal Code are statutorily exempt f"rom CEQA and to recommend approval to the <br />City Council of" Case PRZ-30 w-ith the f"ollow-ing modifications: <br />1. Section F.1. shall be modified to read as f"ollow-s: "Male chickens, roosters, or <br />capons shall not be kept." <br />2. Add Item 2.a. of" the staf"f" memo dated December 14, 2005 as a new- condition, <br />w-hich reads as f"ollow-s: "The ow-ner is responsible f"or practicing standard <br />animal husbandry and is required to maintain the chickens in a healthy <br />condition and have them inoculated if" available or recommended by the <br />United States Department of" Agriculture (USDA), and if" not, subject to <br />review- and reconsideration by the Planning Director." <br />Commissioner Maas seconded the motion. <br /> <br />Commissioner Blank noted that there ~as considerable planning for a possible outbreak of Avian <br />Influenza, including the possibility of shelter in place, and believed that if a vaccination became <br />available, it ~ould be responsible for the City to require it if recommended by the USDA. <br /> <br />Chairperson Maas concurred ~ith Commissioner Blank's statement for the safety of the public <br />and the animalso <br /> <br />Commissioner Roberts noted that 4-H Club children ~ould be a~are of that requirement, <br /> <br />Commissioner Roberts proposed an amendment to allow- six chickens due to the show-ing <br />practices f"or 4-H Club. <br /> <br />A discussion regarding the keeping of six animals ensuedo <br /> <br />Commissioner Blank noted that he ~as a little hesitant regarding six chickens and ~as unsure <br />ho"-' grandfathering could be controlled. <br /> <br />Commissioner Blank and Chairperson Maas accepted the amendment, <br /> <br />Commissioner Fox suggested that Section F03, be modified to read as follo~s: "'The coop shall <br />be located in a location that is appropriate for chicken habitation that maximizes distances from <br />neighbors' backyard activities and all neighbors' ,,-,indo~s." <br /> <br />DRAFT EXCERPTS: PLANNING COMMISSION MEETING MINUTES, 12/14/05 <br /> <br />Page 3 OT 4 <br />
