Zoning Tor the property is 1-0-40,,000 <br />(General Industrial) District. The Planning Commission vvill also consider the <br />negative declaration prepared for this item. <br /> <br />l'v1:r. Iserson presented the staff report", and described the scope of the project. He noted <br />that the building vvas attractive" and that the applicants planned to install photovoltaic <br />panels on the roof that vvould supply the operation"s electricity_ He noted that 35 people <br />vvould be employed" and that the hours of operation vvould be betvveen 7:00 a_m_ - 6:00 <br />p.m." 1\...1:onday through Friday. "Nevv fences vvould be constructed on the site,. and that it <br />vvould be used as a contractor" s yard. He submitted a colors a.r1d material board to the <br />Commission. Staff believed that as a building in a heavy industrial district" the concrete <br />tilt-up building vvould be very attractive and vvould match or exceed the quality of the <br />surro-..:Lnding buildings. The noise consultant determined that the equipment V'Vo-..:Lld <br />occasionally operate above the noise standards" and recommended that the V'Vood chipper <br />be located in a structure to dampen the noise. <br /> <br />lV1r_ Iserson advised that the building vvould meet the setbacks and FAR vvith minor <br />modifications to some of the accessory structures in the back_ Sta:f:t-believed tI-"1at the <br />landscapillg plan V'Vas attractive and acceptable_ In addition,. landscaping vvas proposed :tor <br />the adjacent vacant properties. The applicants proposed a biosvvale to meet the City"s <br />stormvvater runoff requirements" and the excess soil vvouldbe removed. <br /> <br />J\/Ir. Iserson noted that this use V'Vould generate much less traffic than many other uses <br />allovved in the zoning district. The applicant vvoulct pay the City" s traffic fee and the Tri- <br />Valley transportation fee. The 63 proposed parking spaces V'Vou.ld exceed the Code <br />requirement. The building is slightly less than 20,,000 square feet,. and is exempt from the <br />Green Building Ordinance. The applicants voluntarily submitted a LEEDTlVI scorecard; <br />they V'Vould be very close to certified leveL The photovoltaic panels vvere also a major <br />step in the direction the Commission vvould like to see projects take", and vvould take care <br />of many energy uses on the site. The applicant vvoulct recycle r1"'1a.r1Y of the vvood <br />materials. <br /> <br />1"V1:r_ Iserson advised that a letter of support vvas received from the California Reflections <br />HomeO"VVller Association. No letters of opposition had been received. The project requires <br />that the Commission adopt a negative declaration" vvhich staff believes to be appropriate. <br />Staff believes the project as conditioned vvould be consistent vvith the area" and V'Vould be <br />a positive addition to the business park.
