He 110ted that parking V'Vas one of the most <br />significan.t issues of the Specific Pla.r1 process. The nevvly :torIT1ed I.Jarking Cornn'1ittee of <br />the Pleasanton DoV'Vntovvn Association vvorked closely V'Vith staff to put the policies oft.l-:te <br />Specific Plan into ordinance form_ <br /> <br />~r_ Iserson advised that some of the key points that the Ordinance addressed include the <br />follo"'V\fing: <br /> <br />1 _ The in-lieu parking progran'1" vvhich vvas designed to offer a flexible <br />parking situation for nc"'V\f buildil""l.gs in the dovvntovvn area. The <"'Yrdinm--:1.ce <br />proposes to tighten up the in-lieu program by allovving the fee to be used <br />anyvvhere in the dovvntovvn area. It vvould not be retroactive to agreements <br />that are already signed_ The process vvould streamline the process by <br />allovving approvals to occur on the staff level,. rather than going through <br />City CounciL This "V\Tould encourage developers to provide more parking <br />on-site. The in-lieu fee vvould be paid vvhen developers get the building <br />permit" and not deferred to a future date. <br /> <br />2. The existing vvaiver of parking requirements :tor building additiol's up to <br />25 percent o-t- :tl.oor area vvould no longer be allo"V\Ted_ Parking Tor additions <br />vvould be triggered "V\Then the number of required parking spaces increases <br />by at least ten percent of the total number required.
