Staff believes that the applicant has followed the Commission's direction. To give the <br />building a xrxore xraodern. appearance, staff would prefer apyramid-shaped roof on the <br />tower and an entirely stone tower_ Staft; however, believes that the proposal in Exhibit A <br />is well-designed and would blend in with the character of Stanley Business Park. Staff <br />supports the proposed building architecture, and appreciates the fact that the applicant has <br />been willing to work with staff and the Coaramission on the design changes. <br />Ms. Eisenwinter expressed staff's concerns about the proposed landscaping, and believed <br />that the current proposal is thin and that more trees and decorative accent shrubbery <br />should be included in the prof ect_ The amount and type of landscaping recommended by <br />staff is consistent with other recently approved service commercial prof acts in Stanley <br />Business Park. <br />Ms_ Eisenwinter noted that the available parking spaces were appropriate for this use. <br />When this project was initially reviewed, there was a question of whether or not shrubs <br />could be planted in the bioswale proposed along the front of the project. Staff learned that <br />shrubs can be planted in the bioswale, providing they are outside the main drainage path. <br />Staff recommends that in order to be consistent with other recently approved projects in <br />Stanley Business Park, and to screen the cars in the parking lot, that a row of shrubs ba <br />installed along the project frontage by the sidewalk. She noted that the applicant does not <br />support staff's recommended landscaping conditions of approval, and this will be <br />addressed in the applicant's presentation. <br />Ms. Eisenwinter described the proposed signage. Staff believes that the shape and design <br />of the signs would be appropriate. Staff has concern about the signs' overall size. Whiles <br />the proposed signs would adhere to the total allowable area as required by Code, staff <br />believes that the signs would he slightly out of proportion with the wall space on which <br />they would he mounted. Staff added a recommended condition of approval that the <br />proposed signs be approximately one foot smaller in height and length, and that the Final <br />size of each sign be subject to the review and approval of the Planning Director prior to <br />installation. The applicant believes that the proposed signs would he wall proportioned, <br />and adhere to the proportions adopted by Miracle Auto Corporate. Staff suggested that as <br />a possible alternative the applicant could install one wall sign and one aYaonument sign. <br />Staff concluded that the appearance of the conditioned project was consistent with the <br />appearance of Stanley Business Yark. The building grad site deli Sra would be practical, as <br />well as attractive, and would merit approval by the Planning Commission as conditioned <br />in the staff report. <br />In response to an inquiry by G'ommissioner Kemeny, Ms. Eisenwinter believed the <br />shortened rear setback was a minor modification and noted that it was supported by the <br />neighbors. <br />In response to an inquiry by Commissioner Sullivan, Ms. F_isenwinter replied that <br />specific EV access is not required unless the Pire Department was unable to access at <br />PLANNING COMMISSION MINi.TTES July 23, 2003 Page 4 <br />
