The <br />application was made for the full buildout of the project. She noted that a phasing plan <br />could be provided if requested_ <br />Mr. Kierstead noted that in 2004, the wave pool, a portion of the Lazy River ride, the <br />Surf Hill slides, the Motherlode slides, the refurbishing of the existing slides, and two <br />inner tube rides would be included in the first phase. He noted that activities for the adult <br />patrons would be included as well. He noted that the Park District has done an excellent <br />job of controlling alcohol throughout the years, and added that the park would control <br />alcohol outside the corporate area. He noted that alcohol would be served in private <br />corporate parties, and etriphasized that children or younger adults would not be allowed <br />to participate. He noted that the six-person raft ride was programmed within the first five <br />years. <br />In response to an inquiry by Commissioner Maas with respect to noticing of the <br />neighbors, Mr. Iserson advised that he checked the iriailing list and that all appropriate <br />noticing had been made by City staff The City had no control of the mailings once they <br />left the Planning Department. It appeared that a number of residents of Vista Diablo did <br />not receive their notices. <br />Commissioner Roberts suggested continuing this item so that the Commissioners may <br />receive answers to the questions raised during the hearing. <br />Mr. Tom MilQcelsen, East Bay Regional Park District, noted that he had worked with City <br />staff and the Parks 8~ Rec staff in hopes that both projects would be presented to the <br />Planning Comn-tission at the same time_ He noted that the BMX proposal was not ready at <br />this time_ He advised that there were no current discussions on the lease terms_ They did <br />not wish to piecemeal the projects, and hoped to bring the lease discussion in line with <br />their talks with Mr. Kierstead. A final lease was not available for California Splash or the <br />De Silva property at this time.
