Mr. O'Callaghan believed that Sentence 3, "Before the issuance of the building permits..."
was too restrictive, and did not believe that it reflected the intent of the ordinance-
Chairperson Arkin noted that some language changes had been proposed, and inquired
whether Mr. O'Callaghan would like to read the updated language and return to the
podium. Mr. O'Callaghan agreed to do so.
Commissioner Maas noted that the Green Building Ordinance did not pertain to this
project because the building was less than 20,000 square feet.
Rick Thiele, project designer, 2541 Aranda Drive, San Ramon, noted that he tried to keep
the colors consistent with the Winters' house, but not identical.
In response to an inquiry by Commissioner Maas, Mr. Thiele noted that the exterior of the
window was vinyl, and the interior and a portion of the frame is wood.
Commissioner Maas liked the color schemes, but believed that white vinyl was too stark
for the windows. Mr. Thiele noted that he would confirm the color.
In response to an inquiry by Commissioner Roberts, Mr. lserson noted that the vinyl
windows are a surprise to him, and believed that the applicant had agreed upon wood
windows.
Mr. Thiele noted that the windows would have wood detailing, and that the Marvin
Windows were designed to look like wood on the outside.
Mr_ Thiele noted that the staff report should list Assist Telcom, and not himself, as the
applicant. He noted that he was the designer.
In response to an inquiry by Commissioner Roberts, Mr. Iserson confirmed that the
building plans were required to be signed by a licensed architect or a licensed civil
engineer. Mr. Thiele noted that he had both signatures on the plans.
Mr. Cosetti noted that Marvin or Anderson Wood windows were all vinyl clad on the
outside, and that real wood windows often came apart and the homeowners would replace
them with aluminum windows. I-Ie noted that the cladding gave the windows a 25 to 30
year life-
Mr. O'Callaghan noted that the revised language by staff had addressed some of his
concerns- He would like to see a standard condition put into some of the downtown
commercial buildings that informs the applicant about the green building practices, and
encourages them to work with staff He hoped that kind of condition would provide more
education for future applicants.
PLANNING COMMISSION MINUTES February 26, 2003 Page 9
