Ms_ Nerlaad noted that the Commission had two options: to go forward with the noticed <br />issues, or to examine the noise issue with respect to the ordinance and re-agendize it. <br />Commissioner Sullivan did not wish to hold the implementation of the ordinance back. <br />Commissioner Sullivan suggested that the ordinance be sent back to staff to include the <br />additional issues, readvertise, and allow the Commissioners to discuss them. <br />Chairperson Arkin suggested the inclusion of electrical and mechanical generation. <br />Mr_ lserson suggested that the Commission could address the ordinance at hand <br />immediately, and discuss the mechanical generation for a separate Code amendment at a <br />separate meeting. He noted that some staff time would be required to prepare the <br />amendment, and that the majority of the ordinance would move forward. <br />Ms. Nerland advised that the dei3nition of the facilities should include the language "less <br />than 50 kilowatts," rather than a discrete number such as 49.9 kilowatts_ She noted that <br />would be more precise. <br />Mr. Iserson advised that the item may be brought back in two meetings, and that the <br />negative declaration will be renoticed. <br />Commissioner Sullivan moved to continue PRZ-7 with the following directions <br />1 _ Re-evaluate the Conditional Use Permit for single-family residential <br />(Rl, RMj for medium generators to examine a more appropriate and <br />realistic size for those two districts; <br />2_ Modify the small co-gen item to mandate co-gen or combined cycle if <br />feasible; <br />3_ Include staff discussion to deal with small portable temporary <br />generators; <br />4_ Address the applicability of how the ordinance can apply to mechanical <br />drive uses in addition to electrical/mechanical uses (engine pumps or <br />compressors); <br />5_ Consider the applicability of wind generating facilities within the City's <br />sphere of influence in order to reduce visibility outside City boundaries <br />in hillside areas_ <br />Chair Arkin seconded the motion_ <br />ROLL CALL VOTE <br />AYES: Coi~nmissioners Arkin, Roberts, Sedlak, and Sullivan <br />NOES: None <br />ABSTAIN: None <br />ABSENT: Commissioners Kameny and Maas <br />The motion carried. <br />PLANNING COMMISSION MINUTES January 22, 2003 Page 9 <br />
