Mr_ Paxson noted that there were some very good opportunities for the reciprocity between <br />living acid worlcing_ <br />Tack Dove, 5250 Case Avenue, S 1 1 O, noted that the City tour was available to all the Task. <br />Force members, but he and Mr. Paxson did not attend because of Brown Act restrictions. <br />He noted that the unfunded mandates was an issue that was raised frequently. He noted <br />that the General Plan review in 1 996 included the introduction of the Housing Element, <br />and added that the City used ABAG's numbers to indicate the kind of housing desired in <br />Pleasanton. There was no requirement to do that, but because Pleasanton was a member of <br />ABAG, that was a convenient action to take- He did not believe it was forced on the City <br />by the State. <br />Commissioner Roberts stated that she was a Task Force member, and was never notified, <br />nor invited to the tour- Commission Maas advised that as a member of the Task Force, she <br />was not notified or invited to attend the tour. <br />Mr. Dove noted that twice as many million-dollars homes were built than were cited in that <br />plan, and did practically nothing as far as the very-low income- He suggested that the City <br />come up with some housing numbers to create a commitment to the lower-income <br />residents- He stressed the importance of working together to resolve the City's housing <br />problems. <br />THE PUBLIC HEARING WAS CLOSED. <br />Commissioner Roberts voted for the Element before, and believed that the Housing <br />Element had been worked out as well as it possibly could be. She disagreed with the use of <br />language such as "must" and "shall," because she viewed this document as part of the <br />General Plan, and not as an ordinance. She believed that the Housing Element was <br />direction for the City_ She expressed concern about 2006, considering the market <br />conditions and the state of the economy- She had not seen any building applications come <br />to the Planning Commission recently, not even million-dollar homes. She did not believe <br />the State and ABAG were adjusting the numbers, and that they were not being realistic. <br />She believed that the State and ABAG had a wish list with regard to the housing numbers <br />and the 2006 date- She believed that the City was doing everything it could possibly do_ <br />She agreed with Mr. Iserson's assessment that even if some of the properties were zoned, <br />they would not ba built in the near {uture_ She noted that the City was willing to ex amine <br />those properties, and to discuss the zoning- She advised that the process could not be <br />perfect, and disagreed with the statement that the Bernal property was impossible- She <br />believed that if a good plan primarily for seniors were presented to the community, it was <br />very possible that it could be passed. <br />Commissioner Roberts added that it should be apparent in the Housing Element that <br />growth management comes up every year, acid that there was an opportunity to change the <br />allocations or the ordinance every year.
