THE PUBLIC HEARING WAS OPENED- <br />Ray Winther, 4501 Pleasanton Avenue, A1, believed that city planning caters to the <br />affluent, panders to the State about the poor, and ignores the middle. He expressed <br />frustration that the Housing Element did not address single male head of household, but <br />did address single female head of household. He noted that at an $65,000 annual income, <br />he made too much money to qualify for the moderate income duets in Walnut Hills- He <br />noted that the Kaiser property needed remediation and rehabilitation, and may not be <br />suitable right away. He noted that there were existing buildings on the West Las Positas <br />land, and drew the Comirtission's attention to the diagrams on page 13. He inquired how <br />far in the future that development would occur. <br />Commissioner Roberts noted that was a redevelopment plan that would be possible in <br />Hacienda. <br />Mr. Winther expressed concern that as a long-time resident, the community could not Find <br />land to build medium income housing. He noted that there was no place for people who <br />earned between $50-75,000 annually. He did not wish to move to Livermore in order to <br />buy an affordable home, and he did not see anything in the Housing Element that <br />addressed the needs of people in his income bracket. <br />In response to an inquiry by Chairperson Arkin, Mr. Iserson confirmed that there were <br />policies that addressed moderate income housing and smaller housing sizes, which would <br />be more affordable- The selling price for a moderate income house was between $ 1 89,700 <br />and $284,600; the income range to afford that house was $57,281 to $85,920 for a family <br />of four. <br />Commissioner Roberts advised that most of the existing moderate income housing was <br />attached housing, and was usually for rent. She noted that the City was trying to address <br />this problem. <br />In response to an inquiry by Chairperson Arkin, Mr_ Iserson confirmed that the reference <br />to single mothers was made under Special Needs on page 29. He advised that the identified <br />classification was "Female-Headed Household." <br />Chairperson Arkin believed that there should be no gender rcferc;racc_ <br />Commissioner Sullivan noted that typically, single females make less money than single <br />males, and was identified as a special needs category. <br />Commissioner Sed1aK noted that Mr. Winther identified a small, but significant, element of <br />the population, and believed ii should be identified- <br />Chairperson Arkin agreed strongly with Mr. Winther_ <br />PLANNING COMMISSION MINUTES January 22, 2003 Page 19 <br />
