b_ City oY Pleasanton <br />Planning Commission input regarding potential road alignments to be included in <br />the Happy Valley Bypass Road Alternative Alignment Feasibility Study_ <br />Wayne Rasmussen presented the staf£report_ He detailed the history of this project When <br />the Specific Plan was developed in 1998, it was generally agreed that the bypass road was <br />the most desirable solution- He detailed the history of the PUD plan for the Spotorno <br />property; the Spotorno family does not now believe the bypass road is economically <br />viable. The Planning Commission added a condition to the Golf Course tentative map <br />requiring the City to conduct an alternative alignment study within six months, and <br />stipulating that the golf course opening be delayed until the bypass road option was <br />resolved- A portion of that condition was appealed to the City Council by Roger Mat~tiing, <br />one of the golf course property owners_ The City Council concurred generally with the <br />Planning Commission with respect to the study, the language of which is cited on page 2 of <br />the staff report. Staff has since met with the Spotorno family, as well as the Happy Valley <br />neighborhood- He noted that after the $rst annexation application failed in April 2002, the <br />City resubmitted a second annexation plan, which he displayed to the Commission. <br />Mr- Rasmussen noted that a neighborhood meeting was held in November, 2002, and the <br />overwhelming conceni was keeping the traffic to a minimum in the Happy Valley area_ <br />They wished to reexamine the bypass road, and to assess the possibility of taking the <br />traffic through Little Valley to Highway 84- The suggestions are included in the staff <br />report He also described three alternatives suggested by the Spotornos, which are included <br />in the staff report as Attachment C- <br />A discussion of the features of the bypass road ensued- <br />Mr- Rasmussen advised that a letter had bean received from Donald Dahlheim, containing <br />a suggestion for an alternative bypass road along the western toe of Spotorno Hill- He <br />further noted that five alternatives have been suggested to date and the Commission's input <br />was requested in order to produce a comprehensive list for future study_ <br />In response to an inquiry by Commissioner Maas, Mr. Rasmussen confirmed that no <br />property on Alisal Street was annexed except for the Spotorno Ranch_ <br />In response to an inquiry by Commissioner Kemeny, Mr. Rasmussen replied that <br />Supervisor Haggerty's suggestion was that there be a cut do sue near the eastern end of <br />Happy Valley Road_ <br />In response to an inquiry by Commissioner Maas, Mr. Rasmussen commented that Happy <br />Valley Road may be a workable alternative that the County would have to decide. If a <br />bypass road were to be built, there would be no reason to go ahead with the cut dc- sac. <br />In response to aii inquiry by Commissioner Maas, Ms- Nerland replied that Happy Valley <br />Road is a County road and would have to go through the County environmental review_ <br />PLANNING G'OMMISSION MINUTES January 8, 2003 Page 8 <br />
