6D II' ; pLEASANTONc SUBJECT City Council Staff Report December 6, 2005 Economic Development ORDINANCE TO ESTABLISH THE TRI-VALLEY TOURISM BUSINESS IMPROVEMENT DISTRICT STAFF RECOMMENDATION: SUMMARY Introduce an Ordinance to establish the Tri-Valley Tourism Business Improvement District For the past year, the four Tri-Valley cities have been "Working "With the Tri- Valley Convention & Visitors Bureau to develop ne"W revenue sources that could fully fund CVB programs. These ne"W revenue sources are intended to replace the funding provided by the cities that no"W represent 85% of the CVB's annual operating costs. One of the most reliable, and related, revenue sources "Would be a tourism business improvement district that assesses lodging businesses, the businesses that directly benefit the most from the services delivered currently by the CVB. As part of the process of establishing a tourism business improvement district, the City of Pleasanton adopted a Resolution Requesting Consent from the Cities of Dublin, Livermore and San Ramon to form such a district; the City Councils of Dublin, Livermore and San Ramon then each adopted Resolutions Granting Consent to the City of Pleasanton to form such a district. On October 4, 2005 the City of Pleasanton adopted a Resolution of Intention to form the business improvement district. As the next procedural step, the City of Pleasanton "Will hold a public hearing on December 6, 2005 to consider protests to the formation of the district, and should there be no majority protest, introduce an ordinance to establish the Tri-Valley Tourism Business Improvement District.
