<br /> 2 <br /> '- ~ <br />- <br />PLEA8ANTON~ City Council-Planning Commission <br /> General Plan Joint Workshop <br /> November 29,2005 <br /> Planning Department <br />SUBJECT: GENERAL PLAN LAND USE ELEMENT WORKSHOP #4 <br />PURPOSE: To provide land use information to the City Council and Planning <br /> Commission, and, following the workshop discussion, for the City Council to <br /> direct staff regarding several city-wide land use issues. <br />STAFF RECOMMENDATION: <br /> Receive staff presentation; following the workshop, direct staff regarding <br /> options to be included in the Draft General Plan Land Use Element. <br />SUMMARY: This Staff Report describes several city-wide land use issues, including: the <br /> consideration of assisted-living units under the residential cap; the definition of <br /> "gross developable acreage" for Planned Unit Developments; a review of <br /> growth management goals and policies; the City's jobs/housing balance; and <br /> several issues raised at Town Hall meetings on the General Plan. Staff has <br /> developed options for dealing with these issues and the City Council is being <br /> asked to direct staff regarding the options to be included in the Draft General <br /> Plan Land Use Element. <br />Honorable Mayor and Members of the City Council: <br />BACKGROUND <br />On September 27th, 2005, the City Council and Planning Commission held the first in a series of <br />Joint Workshops discussing the General Plan Update Land Use Element. At that time, staff set <br />out a work plan for considering potential land uses on 52 potential "land use change areas", and <br />described several city-wide land use issues for later discussion. The last two Land Use Joint <br />Workshops focused on new land use concepts on two large areas, Staples Ranch and Hacienda <br />Business Park. The purpose of tonight's workshop is to discuss in depth several city-wide land <br />use issues.
